A web page needs to be created.

1. Update version number in toplevel Makefile.
2. make buildrelease
3. make release
4. Update Download page.
5. Update the news page: Release X.X.X.
6. Check in change: svn commit -m "Check in before tagging release."
7. make tagrelease
